Global numbers used for the European eCall service

Following the agreement reached at the meeting of ITU-T Study Group 2, which is the leading study group on numbering, naming, addressing, identification and routing, at its meeting of 4 to 13 July 2018, it is noted that:

“Several number ranges under non geographic country codes are used for eCall, the pan European emergency system for vehicles. These numbers have been assigned by the ITU and they have been available for use in association with eCall service.

These numbers are used as calling party numbers when the device automatically calls the emergency number in the event of an accident. They generally use 15 digit formats. From 31 March 2018, all new type cars sold in Europe must have eCall capability.

In order for the eCall system to operate properly and for the emergency services (e.g. call centres and intervention teams) to dial back the phone numbers used by the eCall systems, it is crucial that the eCall ranges be opened in all networks and that the CLI (Calling Line Identification) for these calls is passed between operators in a correct and diallable format according to the relevant ITU recommendations.

Given the criticality of the service, we want to alert the assignees and all stakeholders on the need for these numbers to be opened and routed on public networks and in particular those in Europe.

The ECC recommendation (17)04 “Numbering for eCall” (https://www.ecodocdb.dk/document/1019) also provides more information on numbering options for eCall.”

The ITU has been notified of the following ranges as being used for eCall: 883 130, 882 39, 882 37 and 883 390. Other operators using global resources for eCall may also inform the ITU to request similar publications.

Note from TSB

1 ITU-T Study Group 2 has developed Recommendation ITU-T E.118 “The international telecommunication charge card”. This recommendation specifies the structure of the visible card number (primary account number) and the Issuer Identifier Number (IIN) assignment and registration procedure. The Issuer Identifier Number is a part of the visible card number with a maximum length of 19 characters. The IIN follows the Major Industry Identifier (MII) “89” for telecommunication purpose and then the E.164 Country Code. The structure is as follows:

2 The IIN is used to distinguish among multiple Operating Agencies (OAs) who issue cards within a given country; or to distinguish individual countries sharing the same country code, or to distinguish both countries and issuers. One of the typical uses is to identify an issuer of SIM (Subscriber Identity Module) cards.

3  The assignment of specific Issuer Identifier Numbers should be the responsibility of a country. These numbers should only be assigned with the agreement of the national Administrations.

ITU is the central registration Authority for Issuer Identifier Numbers (IINs) with Major Industry Identifier (MII) “89” for telecommunication purposes.

4  List of ITU-registered IINs:

Any change to information contained in the List of ITU-registered IINs should therefore be communicated to the ITU, TSB/OBNA Secretariat for record update and publication as an amendment in the ITU Operational Bulletin (OB). The OB is published on 1st and 15th of each month.

It is important that all IIN assignees can be reached to notify them of administrative matters that may require action or to handle queries related to registered IIN.

5  Modification of information related to registered ITU-T E.118 IIN:

In order to maintain the IIN list, all registered compagnies have the responsibility to notify all modifications concerning their company and contact person or team (including full address and e-mail address) to ITU, TSB/OBNA Secretariat and the updates would need to be endorsed by the national Administration or sent by the national Administration.

The IIN assignee contact is published in ITU Operational Bulletin which is publicly accessible (https://www.itu.int/pub/T-SP) and registered in ITU. The contact may therefore receive queries related to registered IIN.

A public team name/tel/mailbox email address responsible for handling these queries should be provided.

More particularly, the companies indicated in the document below are requested to send all modifications concerning their company and contact details and the updates would need to be endorsed by the national Administration or sent by the national Administration.

The document available at the following link contains only the list of ITU-T E.118 IINs for which the assignee contact is not reachable:

https://www.itu.int/en/ITU-T/inr/forms/Pages/iin.aspx#assignee-contact-not-reachable

6 Cancellation procedure for an ITU-T E.118 IIN:

IIN is a scarce numbering resource. Should the IIN no longer be in use by the registered company, a cancellation would need to be validated by the national Administration.

Part A of the registration form should be completed.

Part B of the registration form must be completed and approved by the national Administration.

(Note: effective date of cancellation should be provided and Cancellation must be ticked on the form)

The form can be downloaded at the following link: http://www.itu.int/oth/T0206000007

Following the national Administration’s confirmation of cancellation, the form should be sent to ITU, TSB/OBNA Secretariat.

1.VII.2017

(TSB Circular 35 of 22 June 2017)

3   The IIN register is maintained by the ITU-TSB. Under point 4.2 d) of Recommendation ITU-T E.118, the TSB shall collect a one-time fee for the assignment and registration of each new IIN. This fee has been 80 Swiss Francs since 1993 (ITU Operational Bulletin No. 542 (18.III.1993)).

4  At its 2017 session, ITU Council decided to continue collecting fees for IIN Registration and to establish the registration fee at 150 Swiss francs per number issued, and for non ITU-T and ITU-R Sector Members implement an annual maintenance fee at 100 Swiss francs per number starting from 1 January 2018 (Decision 601, ITU Council, 2017 session).

5  The annual fee will be collected based on the status of IINs and the membership of the assignees at 00h00 (Geneva time) of 1 January of each year from 2018. The newly assigned and registered IINs during the year 2018 and afterwards will also be charged an annual maintenance fee for that year. In case of cancellation, there will be no refund.

6  For further information on IIN, please see: http://www.itu.int/en/ITU-T/inr/forms/Pages/iin.aspx. For issues relevant to membership status, please see: http://www.itu.int/online/mm/scripts/gensel8. A Sector Member is marked with an “X” under columns “ITU-T” and/or “ITU-R”.

(TSB Circular 36 of 22 June 2017)

1  ITU-T Study Group 2 has developed Recommendation ITU-T E.169.1 “Application of Recommendation E.164 numbering plan for universal international freephone numbers for international freephone service” and Recommendation ITU-T E.152 ”International freephone service”. A Universal International Freephone Number (UIFN) enables an International Freephone Service (IFS) customer to be allocated a unique freephone number(s) that is the same throughout the world and all service and call-related charges are paid by the IFS customer. One of the typical uses of a UIFN is to reach customer services via, for example, a call center for a company’s global customers or potential customers.

2  A UIFN is composed of a three-digit country code for global service application, i.e. 800, followed by an 8-digit Global Subscriber Number (GSN), resulting in an 11-digit fixed format. (An IFS caller must dial an international prefix prior to the UIFN.)

3 The ITU-TSB has been requested to perform the task of Registrar for UIFNs, responsible for processing registration requests and assignment of the GSN portion of the UIFN in accordance with Recommendation ITU-T E.169.1 and Recommendation ITU-T E.152, "International Freephone Service". At its June 1996 session, ITU Council established the UIFN application fee at 200 Swiss francs per UIFN number issued (Decision 464, ITU Council, 1996 session).

4  At its 2017 session, ITU Council decided to continue collecting fees for Universal International Freephone Number (UIFN) Registration and to establish the registration fee at 300 Swiss francs per number issued, and for non ITU-T and ITU-R Sector Members implement an annual maintenance fee at 100 Swiss francs per number starting from 1 January 2018 (Decision 600, ITU Council, 2017 session).

5   The annual fee will be collected based on the status of UIFNs and the membership of the primary service providers at 00h00 (Geneva time) of 1 January of each year from 2018. The newly reserved UIFNs during the year 2018 and afterwards will also be charged an annual maintenance fee for that year. In case of cancellation, there will be no refund.

6   For further information on UIFNs reserved or assigned, please see: http://www.itu.int/en/ITU-T/inr/unum/Pages/uifndb.aspx.  In addition, for general information on UIFN, please see: http://www.itu.int/en/ITU-T/inr/unum/Pages/uifn.aspx. For issues relevant to membership status, please see: http://www.itu.int/online/mm/scripts/gensel8. A Sector Member is marked with an “X” under columns “ITU-T” and/or “ITU-R”.

Currently the routing for Norfolk Islands is suffering from two types of misuse, the codes are being routed away from the island.  Zeatel would like to request that carriers send all traffic to only two approved gateways which also hold the correct pricing: either to TNZI (Telecom New Zealand International) or to Tata Communications. If this is not possible, please contact Zeatel to arrange an alternative route to the carriers and to also update their pricing to rise to the correct rate for the islands and to remove the island from LCR to prevent future disturbance to the island.

Note by TSB

In response to a contribution from Pacific Island nations, ITU-T Study Group 2 has approved a new Supplement to Recommendation ITU-T E.156, Guidelines for ITU-T action on reported misuse of E.164 number resources. The new Supplement is titled Possible actions to counter misuse. It constitutes a first step towards identifying possible actions that might be taken to counter misuse.

The Supplement outlines practical steps to take when confronted with misuse or misappropriation. In particular the Supplement states that information concerning the possible and perceived misuse of Numbers can be notified by duly authorized parties to the ITU for publication in the Operational Bulletin (http://www.itu.int/pub/T-SP/e). The need to continually monitor perceived and potential misuse of numbers is recognised, as is the need to share information where parties should learn by the activities that they encounter.  In utilising the exchange of information afforded by the Operational Bulletin, there should be increased avoidance of perceived misuse

The intention is to further develop this Supplement with a detailed review of Recommendation ITU-T E.156, in particular regarding the suitability of including such information within Recommendation ITU-T E.156.

Note by TSB

It has come to our attention that certain organizations are offering the use of national E.164 numbers and/or shared E.164 network codes for international premium rate services. In some cases, it would appear that calls to such numbers are “short-stopped” and do not terminate in the country or on the network to which the E.164 country code was assigned by the ITU.

In this context, please note that 6.2.6 of ITU-T Recommendation E.190 states: “E-Series numbering resources will only be utilized by the assignee for the specific application for which they have been assigned by the ITU-TSB.” As a consequence, national numbering resources should be used only to provide national services. Of course any party is free to advertise national numbers internationally, and indeed the very purpose of the international numbering scheme is to facilitate international calls. However, any call placed to a national number should terminate in the country to which the number is assigned (except in the case of mobile roaming), because the national numbers were assigned for that purpose. Thus, a national number should not be “short-stopped” outside of the country to which it has been assigned.

Similarly, calls placed to shared E.164 network codes should be terminated on the network to which the code has been assigned, and should not be “short-stopped” outside of that network.

Operating agencies are hereby notified that any use of E.164 codes that is not consistent with the purpose for which the codes have been assigned may constitute misuse in the sense of Recommendation ITU-T E.156 and may be subject to action pursuant to the provisions of that Recommendation.

Furthermore, attention is drawn to TSB Circular 66 of the 2001-2004 Study Period, regarding use of national numbers for international services. That Circular is available at: www.itu.int/md/T01-TSB-CIR-0066/en

The Former Yugoslav Republic of Macedonia (country code +389)

Communication of 21.I.2011:

The Agency for Electronic Communications, Skopje, announces that number range +389 2 6181000 – 6181999 (a block of 1000 numbers) has been assigned but it is not yet in use in The Former Yugoslav Republic of Macedonia. There is no access to these numbers from The Former Yugoslav Republic of Macedonia. However, there have been several reports of use of that number range for international calls, possibly associated with fraud. Operators of The Former Yugoslav Republic of Macedonia report large number of international calls that attempt to terminate in The Former Yugoslav Republic of Macedonia to this range; such calls cannot be terminated. It would appear that there is some international routing for these calls. The Former Yugoslav Republic of Macedonia requests assistance to determine those routes and termination points for these calls, which should be stopped since they are based on misuse of numbering resources of The Former Yugoslav Republic of Macedonia.”

TSB has requested that ETNS codes 388 3 be reclaimed as of 31 December 2010. The code 388 3 has been returned to spare on 31 December 2010.

Patent involving use of unassigned E.212 MCCs

Communication of 19 November 2010

TSB Circular 87 on Patent apparently involving use of unassigned E.212 Mobile Country Code (MCCs) was issued on 2 February 2010.  The patent was filed with the World International Property Organization on 6 April 2005, as number PCT/EP2005/003612.

A previous notice regarding this matter appeared in Operational Bulletin 951 of 1.III.2010.

On the basis of contributions from the membership and discussion, ITU-T Study Group 2 agreed on 18 November 2010 that the practice described in the patent is not consistent with the use of Recommendation E.212 and IMSIs because the Recommendation specifies that such resources (MCC) must be duly assigned by the ITU-T prior to these being used in any system.  As the patent relies on resources marked “spare” in the international identification plan E.212 that are likely to be assigned in the future by the ITU-T, such a mechanism must not be implemented in a system that refers to Recommendation E.212.

In particular, Study Group 2 agreed that:

a)          The use of the unassigned international numbering resources as proposed in the patent would contravene basic principles of resource management and E.212 in particular and whether this would be known to those skilled in the art.

b)          The use of numbering resources proposed in the patent is absolutely not workable even though 800-899 and 902-999 are reserved or spare now, in particular because it would not be practical to make almost 20% of the E.212 code space unusable in order to support applications that were developed apparently in contravention of ITU-T Recommendations and procedures.

c)           The patent implicitly does not meet requirements for E.212 international numbering resources for SIMs, for example, the MCC value is preferably associated to a kind of a mobile device, and the MNC value is associated to one or a family of functionalities of such devices.

Database gives SANC/ISPC access

Note from TSB

The international signalling point codes (ISPCs) and signalling area/network codes (SANCs) that facilitate all telephone calls are now available to members in an online database (www.itu.int/itu-t/inr/ ).

Previously up-to-date information was only available to subscribers to ITU-T’s freely available Operational Bulletin (www.itu.int/itu-t/bulletin/index.html).

The database provides easier access to the information and also presents it in a machine-readable form.

An ISPC is used in association with signalling system Nº 7 (SS7), and acts in a similar way to an IP address in an IP network. It is a unique address for a node to identify the destination of a message.

The action was taken following a request by ITU-T Study Group 11.
